Words can not describe the reaction an inspector has when seeing something like this.  The framer was either "upset-off" at someone or it was his first job with no training.  Hopefully you will not go through an experience like this, but if you do not have your own inspector, this could be covered up by roofing without your knowledge.  Oops!
  
Our point:  you will get a better built home by inspection... [ your inspector ].  Not the city.  Not the builder.  Not the builder's "third-party".   Yours!
